The foreign ministers of the 25 EU member states are due to discuss the Uzbek issue during a meeting today in Luxembourg.
Uzbek authorities have rejected repeated EU calls for an independent international inquiry into possible human rights violations in Andijon.
The Uzbek government says 187 people died in Andijon and denies that security forces opened fire on unarmed civilians. Human rights groups say upward of 700 people may have been killed.
The EU foreign ministers are also expected to review preparations for a 4 October EU-Russia summit. The EU's relations with Iran and bids by Bosnia and Serbia-Montenegro for closer ties with the EU are also expected to be discussed.
