Kambaraly Kongantiev made his remarks today at a session of the Kyrgyz National Security Council in Bishkek.
Kongantiev warned that organized-crime groups are merging with terrorist and religious extremist groups, which he said are spreading. He added that some members of state law enforcement agencies are working together with criminals.
Kongantiev also said there have been more than 1,200 reported unauthorized protests so far this year, and that contract killings are on the rise.
