Kabul's deputy police chief, General Shafiq Fazli, said two civilians were also wounded in the attack.
Fazly believes the bomber “was aiming to blow up a convoy of international troops.”
There were no casualties among the forces.
The attack occurred near a building in western Kabul where Afghanistan's first elected parliament since the 1970s is due to hold its first session on 19 December.
A NATO peacekeeping vehicle was damaged in the attack, but there are no reports of casualties among the soldiers.
