Britain, Germany, and France are leading EU efforts to convince Iran to end all uranium-enrichment programs.
The EU says it is committed to ending the standoff diplomatically but the international community is losing patience with Iran, especially after a recent series of anti-Israeli remarks by President Mahmud Ahmadinejad.
At its last meeting in November, the International Atomic Energy Agency put off a debate on referring Iran to the Security Council, which could impose sanctions on Tehran.
Iran rejects American charges it is using its nuclear program to develop nuclear weapons.
