Calls for Tekebaev to step down followed an independent television channel airing comments by Tekebaev in which he referred to President Kurmanbek Bakiev as a "dog" and suggested Bakiev "hang himself from the first tree."
Only 20 of the 75 deputies in parliament supported a motion to call for Tekebaev's removal.
The controversy around Tekebaev is only one of many problems the Kyrgyz government has faced since the start of the year.
Earlier this week, Bakiev dismissed the deputy secretary of the Security Council, Vyacheslav Khan, and first deputy chief of the National Security Service, Abdijalil Jamalov, after Prime Minister Feliks Kulov criticized the work of law enforcement agencies in the country.
