In the report, the UN raised questions about the treatment of the detainees and called on the United States to end torture and inhuman practices.
UN Secretary-General Kofi Annan said today that while he does not agree with everything in the report, the detainees must be brought to trial sooner or later, and the center closed.
The United States is holding around 500 detainees at Guantanamo Bay -- most of whom were captured in Afghanistan in 2001 and 2002.
