This is one of conclusions in a nine-point, nonbinding resolution passed by parliament on September 22.
The resolution recommends that Bakiev set up a new cabinet of ministers and transfer direct responsibility over the National Security Service (SNB) to the government.
It also suggests that the Prosecutor-General's Office open a criminal case against Bakiev's brother, Janysh.
Lawmakers say they believe Janysh Bakiev, a former deputy chairman of the SNB, was directly involved in a plot to frame an opposition leader, Omurbek Tekebaev.
Tekebaev was arrested earlier this month at Warsaw airport after Polish police found heroin in his luggage. A Warsaw district court later ordered his release, saying it had accepted his claims that the narcotics had been planted in his suitcase at Bishkek airport.
