Russia's Interfax quotes an OSCE spokeswoman saying the group has canceled a planned visit today to Debalteseve, citing continued shelling. Here's more of that report, which we have yet to confirm with the OSCE:
Observers from the Organization for Security and Co-operation in Europe (OSCE) has recorded massive devastation and other signs of a humanitarian disaster in the city of Debaltseve, its spokeswoman Irina Gudyma said.
"According to our observers, there is not one house left intact in Debaltseve, people are without heat and power supplies and no possibility to buy food and drinking water," she said, according to the Donetsk news agency.
The sounds of artillery from both sides are still audible in the Debaltseve area, the OSCE spokersperson said. "Yesterday our staff were able to visit the city. Today we canceled our trip there because the DPR (Donetsk People's Republic) defense ministry said it is unsafe for our observers," she said.
Recall that Kharkiv, scene of today's deadly explosion, is more than 200 kilometers from the front lines.
