Iran has proposed holding talks with major powers in late November or early December.

Reports say Iran's chief nuclear negotiator Saeed Jalili has told European Union foreign affairs chief Catherine Ashton that Tehran's negotiators are ready to meet in the Turkish city of Istanbul on November 23 or December 5.

A spokesman for Ashton said she will discuss the proposal with the six world powers who have been involved in previous talks with Tehran -- Britain, China, France, Germany, Russia and the United States.

Any upcoming meeting with Iran would be the first since the United Nations Security Council, the United States and the European Union imposed new sanctions on Iran over Tehran's refusal to halt uranium enrichment.

Iran denies allegations that its nuclear program is directed toward the development of atomic weapons.

In another development, Iran said it will not discuss the issue of a nuclear fuel swap during any negotiations with the major powers.

Iranian news agencies quoted Foreign Ministry spokesman Ramin Mehmanparast as saying that Iran "under no condition" will negotiate on the issue.
