Rebels in Libya say they have reclaimed a town south of the capital, boosting hopes of a march on Tripoli.

Reuters says the retaking of Al-Qawalish followed a day of heavy fighting between rebels and forces loyal to Muammar Qaddafi.

The rebels said five of their fighters were killed and 15 wounded.

A report on Libya's official JANA news agency described statements by Western officials about Qaddafi potentially stepping down or leaving the country as "elusive dreams".

Libya's general prosecutor charged the head of NATO, Anders Fogh Rasmussen, with war crimes for killing innocent civilians and bombarding civilian targets in Libya.

Meanwhile, the rebel National Transitional Council, based in the eastern Libyan city of Benghazi, has been recognized by the Netherlands, Belgium, and Luxembourg as Libya's legitimate representative.

The three join the more than 20 nations that have already granted the council recognition.

At a meeting in Brussels, the European Union executive offered Libyan rebels help with democratic reforms once the war is over.
