-- Self-appointed leaders of the Ukrainian separatist region of Donetsk appealed to Russia to consider absorbing it to "restore historic justice" and to send in troops.

-- Pro-Russian separatists in the eastern Ukrainian region of Luhansk said they would not allow voting for the May 25 presidential election to be conducted.

-- Diplomats say the European Union agreed to impose sanctions against 13 additional individuals and two companies, believed to be the first time the EU has targeted companies over the Ukraine crisis.

Ukrainian national guardsmen have reportedly opened fire on a crowd outside a town hall in eastern Ukraine and an official for the region's insurgents says there was at least one fatality.

The May 11 bloodshed in the town of Krasnoarmiysk, 30 kilometers from Donetsk, occurred hours after dozens of guardsmen came to the town and shut down voting in a referendum on sovereignty for the region.

An Associated Press photographer who witnessed the shooting said two people were seen lying unmoving on the ground.

Separatist leader Denis Pushilin was quoted by the ITAR-TASS news agency as saying one civilian was killed. (AP and ITAR-TASS)

"Around 100,000 so-called 'ballots' marked in favor of the independence of the 'Donetsk Republic' have been intercepted in Slovyansk, while, according to the list of voters, there are 145,000 eligible voters in Slovyansk. It means that terrorists and bandits were working to fabricate the results of the so-called 'poll' before it even started."

The acting head of the Ukrainian presidential administration, Serhiy Pashynsky, spoke to journalists on May 11 about an offensive against pro-Russian separatists in the east:

"Currently, the antiterrorist operations in Krasny Lyman, Slovyansk, and Kramatorsk are in their final stage. Eight operational groups have destroyed separatist bases and checkpoints. It was in response to plans by separatists and terrorists to carry out active operations tonight. At the moment, thank God, there are no fatal casualties among our soldiers."
