Montenegro detained Binali Camgoz on an Interpol warrant in July.

Montenegro has declined Turkey's request to extradite Turkish citizen Binali Camgoz, an ethnic Kurd, because of suspected persecution on ethnic and religious grounds, the Justice Ministry said on January 23.
