​Psychiatrists have determined that confessed mass killer Anders Behring Breivik was insane during the July 22 bomb and shooting attacks that killed 77 people in Norway.
Prosecutors said that if a court agrees with the findings by the two forensic psychiatrists, Breivik cannot be sentenced to prison but will be confined in a psychatric institution.
Breivik was responsible for a car bomb that killed eight people in Oslo.
He then went to a youth camp on the island of Utoeya and gunned down 69 people.
