Belarus' state-run BelTA news agency said that two Belarusians have been formally charged with terrorism over the April 11 bomb attack at a metro station in the capital Minsk in which 14 people were killed.
The charge carries a penalty from eight years imprisonment to execution.
BelTA quoted Deputy Prosecutor General Andrei Shved as saying the two "carried out a terrorist act which killed people and caused damage on an especially broad scale."
Until now the two unnamed suspects had been held only on suspicion of taking part in the bombing.
The bomb exploded at evening rush hour on a platform at a metro station in central Minsk not far from the presidential offices and government buildings.
