The military said some 1,000 prisoners will be released this week.
The prisoners were being freed at the request of the Iraqi government to mark the Muslim holy month of Ramadan, which is due to begin in the middle of next week.
The amnesty does not include people detained for bomb attacks, torture, kidnapping, or murder.
Earlier today, a suicide bomber rammed his car into a bus carrying employees of Iraq's Oil Ministry in Baghdad. At least 10 people were killed and some 14 others injured.
