Antonella Notari, the ICRC's head spokeswoman, said access to the detainees is an important humanitarian priority for the ICRC.
The ICRC call comes a day after the "Washington Post" newspaper carried a story saying that the U.S. Central Intelligence Agency is maintaining a network of eight secret detention facilities around the world for terrorist suspects.
White House spokesman Scott McClellan refused to confirm or deny the report, saying he could not talk about intelligence matters.
