Under the arrangement, Moscow would supply Iran with enriched uranium it needs for civilian nuclear reactors.
The hope is to allay Western concerns that Iran -- if allowed to enrich its own uranium -- could divert some of that to make nuclear weapons.
Bilateral discussions are now expected to continue in the coming days in Moscow.
