Aqazadeh made the comment to reporters after meeting with the head of the Russian nuclear power agency, Sergei Kiriyenko, in the Iranian city of Bushehr.
Under the arrangement, Moscow would supply Iran with enriched uranium it needs for civilian nuclear reactors.
The hope is to allay Western concerns that Iran -- if allowed to enrich its own uranium -- could divert some of that to make nuclear weapons.
Bilateral discussions are now expected to continue in the coming days in Moscow.
