The two -- a Libyan, Salem Saad Salem bin Suweid, and a Jordanian, Yasser Fathi Ibrahim Filhat -- were hanged in Jordan's Swaga prison on March 11.
Foley, a 62-year-old senior administrative officer with the U.S. Agency for International Development (USAID), was gunned down in front of his house in Amman on October 28, 2002.
The two suspects were arrested in December 2002 and tried by a state security court. Jordan, which has no formal extradition treaty with the United States, says the two men confessed to being members of Al-Qaeda.
