If it is closed down, it would be the latest in a series of foreign nongovernmental organizations and media forced out of Uzbekistan.
In a statement posted on the Internet, the Justice Ministry accused the Urban Institute of violating Uzbek legislation.
It is now up to a court in the capital, Tashkent, to decide whether the group should close its office in the country.
