The talks are expected to focus on differences over Iran's nuclear program.
The Europeans are also expected to bring up concerns over Russia's energy policies, particularly after Gazprom's announcement on November 2 of plans to double gas prices for Georgia.
Lavrov's meetings in Brussels today will also prepare for a November 24 meeting between Russian President Vladimir Putin and EU leaders in Helsinki.
The last EU-Russia summit held on October 20 in Lahti, Finland, ended with Putin and EU leaders divided over Georgia, Russian energy supplies to the West, and human rights.
