-- U.S. Secretary of State John Kerry arrived in Kyiv as U.S. officials announced Washington is preparing a $1 billion aid package for Ukraine.

-- Speaking at a press conference at his residence, Russian President Vladimir Putin has called the change of government in Ukraine an "unconstitutional overthrow and an armed seizure of power."

-- Putin also said there are no considerations to annex Crimea and no intentions to provoke separatist sentiment. He said it is up to the citizens of Crimea to determine their own future.

-- In Crimea, there are standoffs between Russian and Ukrainian troops in their bases, with conflicting reports of ultimatums given to Ukrainian troops to surrender that come and pass.

-- Russian Ambassador to the UN Vitaly Churkin has said that Ukraine's ousted President Viktor Yanukovych sent a letter to Russian President Vladimir Putin requesting that he use the Russian military to restore law and order in his country.

-- In eastern Ukraine, pro-Russian demonstrators have occupied part of the regional government building in the city of Donetsk. Meanwhile, a few hundred pro-Russian activists tried but failed to force their way into the regional administration building in the southern city of Odesa.

BREAKING: Russian news agencies are reporting that Yanukovych is planning to hold a news conference Friday in the southern Russian city of Rostov-on-Don.

The reports cite people described as closed to Yanukovych. It would be Yanukovych's first public appearance since he fled Ukraine in the face of mass protests against his authority.

According to the wires, Russian Foreign Minister Sergei Lavrov is calling for the implementation of the -- apparently now defunct -- agreement signed last week by ousted Ukrainian President Viktor Yanukovych and former opposition leaders.

The Foreign Ministry noted the February 21 agreement was signed in the presence of the French, German, and Polish foreign ministers, and was supported by the United States.

The agreement called for an early presidential election and the formation of a unity government, with Yanukovych remaining as president.

It was apparently cancelled a short time later when Yanukovych fled Kyiv in the face of further mass protests, and his authority was overthrown by parliament.

The Russian Foreign Ministry said Moscow is ready to cooperate with foreign partners to resolve the Ukrainian crisis, but said the rights of all Ukrainians must be respected.

From the wires. The IMF is sending a mission to Ukraine:

The International Monetary Fund (IMF) says it's sending a mission to Ukraine following a request for billions of dollars of support from the country's new authorities.

IMF Managing Director Christine Lagarde said in a written statement that the IMF team will make an assessment of Ukraine's economic situation and launch talks on what policy reforms are needed.

She added the IMF will coordinate Ukrainian aid with other international institutions.

Oleksander Shlapak, who has been confirmed as Ukraine's new finance minister, said Ukraine is seeking "at least $15 billion" from the IMF.

New Prime Minister Arseniy Yatsenyuk said securing an IMF deal is a top priority.

Russia suggested after the ouster of President Viktor Yanukovych that it might not disburse the remaining $12 billion of a $15 billion aid package it has promised Kyiv.
