-- Self-appointed leaders of the Ukrainian separatist region of Donetsk appealed to Russia to consider absorbing it to "restore historic justice" and to send in troops.

-- Pro-Russian separatists in the eastern Ukrainian region of Luhansk said they would not allow voting for the May 25 presidential election to be conducted.

-- Diplomats say the European Union agreed to impose sanctions against 13 additional individuals and two companies, believed to be the first time the EU has targeted companies over the Ukraine crisis.

More on today's grisly shooting in Luhansk oblast.

The press service of the Luhansk region's Interior Ministry says a husband and wife driving in separate vehicles were shot dead when they refused to stop at a separatist checkpoint located 10-15 kilometers from the Dolzhanskiy border crossing with Russia.

The body of the man, a 37- or 38-year old resident of the nearly city of Anthracite, was found lying outside a black Toyota Cruiser, which he had apparently been driving.

His wife, who was 41 or 42, was found dead inside her car, a red Toyota Cruiser.

Both automobiles were riddled with automatic weapon fire.

The couple's 10-year-old daughter, who was injured in the attack, is receiving treatment at a hospital in Sverdlovsk.

The attack comes a day after a group of 40 armed men attempted to seize the Izvarino border crossing, also in Luhansk oblast.
