Russia's Justice Ministry has added blogger Ilya Varlamov and lawyer Pavel Chikov of the Agora legal defense organization to the "foreign agents" registry. The ministry said Varlamov and Chikov disseminated "inaccurate information about decisions made by public authorities and their policies." It said Varlamov received "support from foreign sources" while Chikov is accused of "participation in the creation and distribution of materials of foreign agents." The initial law listed as a "foreign agent" anyone who received financial assistance from abroad, but it was amended in December to include anyone who is "under foreign influence."
