-- NATO Secretary-General Jens Stoltenberg has called on Russia to withdraw heavy weapons from eastern Ukraine.

-- No trucks have passed through the administrative border from mainland Ukraine to Crimea overnight, according to Oleh Slobodyan, the spokesperson for Ukraine’s State Border Service.

-- Hundreds of pro-Kyiv activists from Crimea's Tatar community and other opposition activists are taking part in the blockade of roads from Ukraine to the Crimean peninsula to protest Russia's annexation of the region last year.

-- The German government has criticized Russia for not distancing itself from plans by Russian-backed separatists to hold local elections in eastern Ukraine without consulting Kyiv.

The Ukrainian military says the situation has worsened in eastern Ukraine where Russian-backed separatists are battling government forces.

Ukrainian presidential spokesman for military issues Oleksandr Motuzyanyk said on August 22 that the rebels continue to shell Ukrainian government positions with howitzers, cannons, and mortars.

He said eight Ukrainian soldiers had been wounded in fighting in the past day.

Motuzyanyk said the attacks by the separatists were strongest near the southern port city of Mariupol.

He said that near the rebel-held city of Luhansk, shelling was concentrated around the towns of Valuysk, Novotoshkyvske, and Zoloty.

Meanwhile, Ukrainian President Petro Poroshenko said in Kharkiv on August 22 that the "military threat from the East" would be the focus of the country for the "next decade."

He added that by the end of the year Ukraine's army would have 400 extra vehicles and additional military equipment.

Poroshenko will meet with German Chancellor Angela Merkel and French President Francois Hollande in Berlin on August 24 to discuss the implementation of the Minsk cease-fire agreement.

More than 6,400 people have died in the fighting in eastern Ukraine since April 2014.

Good morning. We'll start the live blog today with this update from our news desk (peripheral but pertinent to Ukraine):

The Russian-led Collective Security Treaty Organization (CSTO) is starting a six-day military exercise near the border of Estonia.

The commander in charge of the "Cooperation-2015" exercises, Russian General Vladimir Shamanov said the drills would practice "localizing an armed conflict and eliminating illegal armed formations in the Eastern European region."

Beginnning on August 23, the exercises are being conducted in Russia's western Pskov region and involve some 2,000 troops, including some 1,000 Russian paratroopers, some 200 vehicles and about 40 warplanes and helicopters.

Troops from Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan are also participating.

The CSTO press office issued a release on August 20 saying that the "concept of the exercises is based on an imaginary military and political situation unrelated to real developments."

However, both Russian and NATO forces have been conducting military exercises in areas within close proximity to Russia's western borders as ties between Moscow and the West continue to be strained over events in Ukraine.
