PRAGUE, October 25, 2006 (RFE/RL) -- The International Helsinki Federation for Human Rights and the Moscow Helsinki Group say they are "seriously concerned" about the safety of Rustam Muminov, whom Russia extradited to Uzbekistan on October 24.
The groups said in a joint statement that Muminov's deportation violates Russia's international obligations "to refrain from sending anyone to a country where there are substantial grounds for believing that he or she may be in danger of being subjected to torture."
