Nearly half of Kyiv residents were still without electricity on November 25 as engineers battled to restore services two days after Russian strikes hammered the country's energy grid. Utility workers were still working to reconnect the heating and water as temperatures in Kyiv approached freezing. The systematic attacks in recent weeks have wreaked havoc on Ukraine's energy infrastructure as winter approaches, spurring fears of a health crisis and a further exodus.
