Deputy Assistant Secretary Rubin says the U.S. believes the best way to deescalate the Ukraine conflict is to have an international monitoring presence on the ground. He says that effort is supported by Washington, the OSCE, and the UN. He says the fact that monitors have had extreme difficulty in getting access to Crimea is worrisome and that Washington will be pushing for monitors to have access to anywhere in the country.
