A Moscow court on April 21 issued an arrest warrant for Kyrylo Budanov, chief of the Intelligence Directorate of Ukraine's Defense Ministry, on the charge of creating a terrorist group, a terrorist act, and illegal possession of explosives and firearms. Media reports cited sources close to law enforcement as saying the arrest warrant was linked to an explosion that damaged a Russian-built bridge that connects Russia to Ukraine’s Moscow-annexed Crimean Peninsula in October 2022. Ukrainian officials have not said who carried out the attack. Budanov called Russia's move to arrest him "a great indication of our great job."
