Russia's Interior Ministry added the chief of Ukraine's military intelligence, Kyrylo Budanov, to its wanted list on an unspecified charge on December 14. In April, a court in Moscow issued an arrest warrant for Budanov, accusing him of "organizing a terrorist group, illegal arms transportation, and terrorism." Media reports said at the time that the charges were related to an attack on the Kerch bridge that Russia built after it annexed Ukraine's Crimea region in 2014.
